So he got the legislators to write a bill specifically to benefit him?
1. Trump frequently sent people into negotiations for bills to make sure his interests are known and considered. Towards the end of his administration, Mnuchin most often served this role. This is actually a good strategy to make sure that any bill that ends up on his desk gets passed.
2. Very early in his administration, Trump made his interests known, and McCOnnell would make sure they were reflected in the bills. Then Trump said he would not sign the bills because he changed his mind about blah, blah,blah, and McConnell essentially stopped negotiating on behalf of Trump/GOP, and would directly tell the press to go ask the White House. That's likely why Mnuchin, et. al. had to step in as chief negotiator for many of the bills that had Trump's interest.
3. So, yes, the President (whether it is Trump, Obama, Clinton, or Biden) gets legislators to write bills that have their interests in mind. That's the importance of having a President that shares your personal views... to make sure they represent you. Trump, however, is only interested in himself, and no doubt has influenced bills that would benefit him personally. His tax reform bill immediately props to mind. His disdain for immigrants is well known, but increased H2B visas, (which provide immigrant workers that his resorts need) is also another example that comes to mind.
4. Overall these are not specific ONLY to Trump. Other Presidents can also do any/all of this (and likely have). That's why it's become important to see their taxes.

No matter what's in those returns, you won't like them. Weren't they supposed to be out already? Maybe there was nothing that relevant in them and it backfired on Democrats? Or they are saving it for when Trump runs again?
