Here's a drastic measure for the Federal Government: MIND YOUR OWN GOD DAMN BUSINESS.
Also another drastic measure: The President, Vice President, All members of the cabinet, the entire Council of Economic Advisors, all 535 members of congress, all 9 justices of the supreme court, and all federal employees at a paygrade higher than GS-15 (executive scale) have their pay, benefits and PTO suspended indefinitely with immediate effect. Their assets are frozen for the same duration and placed in a blind trust. They get their pay and bennies and assets back when the pandemic is over. If they quit, they go to Federal Prison for the duration of the pandemic for dereliction of duty. Do your part first, Joe Biden.
