Not by any legal definition. Be serious here. What was the group being targeted for terrorism? Was this The White Children and White Elderly Peoples' parade? No. I'm sure there were participants and victims of many ages and beliefs. It may not be even pre-meditated legally, but I'd like to see them do life for it (no capital punishment in WI).

I think it’s premature to suggest this was a racially-motivated attack. I think it’s entirely possible this contemptible assclown had just committed a crime elsewhere and was fleeing with the red mist and adrenaline pumping.
