It also sounds like there were a few hundred special 'riot police'. I don't know if they were counted in the 1200 or if they were extra. But the specials were the only ones who had riot control outfits and gear to handle rioters and all the rest of the cops were basically naked...no riot attire or riot/crowd control devices. More bad form on the leaders.

I took what I read to mean the 'riot police' were in tactical gear and ready in reserve like a SWAT team, but not patrolling.

That link talks about three different groups of cops: the regular cops, the CDU team (riot control unit) and the Containment Emergency Response Team (CERT-Swat). It says that CERT was not supposed to be there until 2:30pm. Apparently many in the CDU team were there at the beginning or shortly after. It also sounds like many cops, in all three groups, were off duty and not called back in.
Over 400 officers not there for a well publicized threat of violence is not a smart move. NYPD eliminated vacations and had all hands on deck during the Floyd protests/riots.
If this committee is about preventing this from ever happening again, they surely also need to look at the failure of security in addition to looking at Trump's role.
But I sincerely doubt we will hear a peep about the security failure part of it.
