Unsure that's correct.
It's a federal charge, thus a pardon thru the federal.prison system. Or if they are on probation, that specific charge gets pardoned.
The rest of the post is obsolete ( going down the rabbit hole of murder etc)in reference to the topic of presidential power to pardon.

Our leniency is growing in some matters . I am not supportive of this measure ...

6500 is a small number. I am guessing people arrested on federal property like a national park or immigration checkpoint. I think Willie Nelson got busted that way.

Or in Washington, DC, which is under federal jurisdiction. This move does nothing to impact those convicted at the state level.

If he as going to do that he should have done it on day one. So he let everybody rot in prison until it was political

This isn't going to accomplish much. As already noted, simple possession is almost always prosecuted as a state crime, not a federal crime, and Biden's action on this impacts only a very small number of people. Only a few thousand, nationwide.
