Unfortunately, even high income Black areas (and there are a LOT of them!) have a hard time attracting "high end development" because they are "too close" to the 'hood and the "thug culture."

White kids are the biggest consumers of hip-hop and we are not seeing that type of behavior from them on a wide scale.

They also don't have the same cultural issues to deal with as Blacks. I notice when some Black kids behave in any way that is not "ghetto", they are teased and outed as "acting White". White kids don't have to worry about this. I this this has come out of trying to define what it is to be Black.

I agree that's why I say the problems are cultural. Fix the culture the problems are mitigated.

To elaborate more, this is what I think. I think there is an important to note where this culture came from. This doesn't excuse the culture, rather, it could hold clues on how to solve this problem. There is a book called Black Rednecks and White Liberals written by Thomas Sowell. There are parallels made between the "redneck culture" and the "ghetto culture".

I would say look from the 60's onward. The civil rights movement saw many Blacks, young and old fight for equal education and the end to segregated schools. In the 50 years since it is now cool to be illiterate, dumb and a tough guy.
