You need to mind your own business. The guy prefers her natural. She is fine with it. End of story. Do be the girlfriend who starts drama where there is none.
This guy has also told my friend that he dislikes girls with dark hair and prefers blondes so my friend is having her girl go back to its natural blonde color this summer.
What do you think of this situation?

Seriously, why do women who aren't independent enough to stand up for themselves and realize it's not worth dating a superficial jerk date in the first place? He's a "nice guy" who takes her out for a "nice time" and buys her "nice dinner" yet can't find anything nice to say? Dependency issues are my favorite.

How is he a jerk? He prefers her hair in its natural state. That is no biggie. He also prefers minimal tats. No biggie either. Is it superficial if I don't want my girl with a body full of tats? It is not unreasonable. While it is not his body he is allowed to make his preference known. Changes in our appearance effect our So's it is not controlling to let them know.

Maybe you're giving him the benefit of the doubt, but I've heard/seen too many bad endings that start with this type of behavior. If a guy prefers minimal tats, he should either seek a partner that fits that preference, learn to tolerate them, or approach the communication is a less controlling and demanding way.
And yes, it's NOT his body, and therefore he's NOT allowed to tell her what she can and cannot do to it because of his personal taste.
She is who she is and if her boyfriend doesn't like it then he can date someone else. He should accept her as she is instead of trying to change her into someone she's not.
