I think its the men who are weak since all a woman has to do is wear a certain outfit and they can't control themselves, they pretty clearly assume the woman has worn it FOR them even when that is not the fact.
This is actually one of my "pet peeves". If I wear a nice top or dress with a "sweetheart neckline" that men, older ones especially, think it's an invitation to gawk.
Steve, I know you said "no male answers", but could it be for the same reason a guy will walk around in shorts and no shirt on a hot day? Comfort?
For example, I'm walking to work. It's about 45 minutes. I leave my shirt ON, it's soaked by the time I get there, and then I'm hit with that blast of cold air when I walk in. Now I'm working in a soaking wet T-shirt, and totally uncomfortable. Better for me to wait to put it on until right before I get there, after wiping the sweat off my body.
my favorite knee jerk defense, the reason i am naked is its hot, its not to attract men at all. i am just trying to get comfortable. oh my my top is unbuttoned to my navel?? it must have come undone. thanks. the problem is nobody has invented a pushup that just attracts billionaires.
I think if everyone abandoned clothes altogether there would be a lot less oogling. Covering up is what creates the mystery, and in some cases the perversion. Take for example, other cultures where the women wear no clothes - the body is not objectified.

LOL, yes. Ever see the average folks who go to nude beaches? Next time you're at WALMART take a look around at everyone...elderly, rolls of fat, hair coming out of everywhere, moles, scars that tell painful stories, and then transport all of those folks from WALMART to the beach. That's your typical nude beach experience. Not something I'd want to see skulking around the streets each day.
