HEB Pluses certainly do compete with WalMart Super Centers since they carry both groceries and non grocery items. If I need more "stuff" than groceries I am going to WalMart but if "groceries" are what I am really after, I am going to HEB.

It's rare I go to Walmart because every department they serve, there's a better option. Groceries? HEB. Sports equipment? Academy/Dicks. Electronics? Best Buy. Car parts? Autozone/O'Reily. Home improvement? Home Depot/Lowe's. Etc etc etc

In the grocery industry, Walmart and HEB (not talking about HEB Plus, just HEB) are considered VERY direct competitors despite the different store formats.

Yeah. You don't have to be the same in every single aspect to be a competitor. Competitors can come in even larger differences. Hotel rooms compete with AirBNB rooms for example. Short distance flights compete with long haul Uber rides. Even in examples like these, Auto Zone competes with Walmart. Competition is any time two companies are fighting for clients of a particular product. And particularly in DFW, which is apparently known for shoppers to go to Walmart, I don't see how one can logically say HEB isn't a competitor.

Exactly. And not just HEB, but Kroger, Albertsons, etc. - any standard supermarket chain views Walmart as a direct competitor, because they are. I like your analogies.

Central Market plays to a smaller (potentially much smaller) share of the population than HEB (or Kroger, Albertsons, etc.). You can only have so many CMs in the market before it's saturated. And that number is much less than for regular-priced grocery stores.

I am sure that once HEB is established and has built its brand in Collin County, then they'll be looking to urban Dallas, if they're not doing it already.

But if they really wanted to do what makes sense and help a grocer starved food dessert they would have.

Them choosing Frisco and Plano to launch their entrance into the market means they have a different agenda than what people expect of them. I believe they're planning to upgrade the image for the "Standard" H.E.B store. Believe me, when HEB is trying to attract upscale customers to a non-CM store, it fancies them up on its own, it doesn't have to be told to. And its current model for new "average" metro suburban stores is really pretty nice as it is.

I find your hostility to non-CM HEBs to be a little strange. There would be nothing wrong with a "regular" HEB (which in reality would probably be a "fancier" regular HEB), Kroger, or Albertsons opening another store within Dallas.
