A lot of the inland Northeast hasn't seem much economic growth, but western New York seems worse than most. And more of a generally bleak look, rural areas more rundown than eastern upstate NY or New England.
This economic stagnation that's quite evident in Upstate NY and PA is extending into my part of NJ. Home prices have dropped and people are leaving in droves. Much of it has to do with the high property taxes, but it's also too far to truly benefit from NYC's sphere of influence.
I love Upstate NY and would live there in a heartbeat, but some of the towns are quite depressing. I should explore more of it though.

Amazing,10 days followed bellow freezing,incridible for a place close to the ocean,and its lower latitude than Nyc,and this temperatures are almost impossible to Nyc in November.

Makes sense, don't see why not. No ocean north of there to moderate anything. Pure Arctic flow when it supports it like now. That forecast is impressive for November and while NYC does see Max below freezing, its not too common but not impossible, it's happened. Definitely rare to have single digits as lows. Wow.
7F is the extreme min for NYC in November in 1875.
November 2013 had a max below freezing in NYC.
I see Beijing reporting light snow right now. Even a couple stations south of there. Zhengding & Tianjin
Beijing is have near? record breaking cold — its average for November 50°F/32°F. Colder than New York City but not really too different from say, Massachusetts away from the coast.
Even with the same averages, 10 days below with highs below freezing in November here would be rare if it has happened before. I think East Asia tends to be less variable than North America but might be more likely to get stuck in a particular pattern. We'd get a severe cold snap for a few days and then it'd get pushed away.
In general if you try to compare winters in geographically similar cities at a similar latitude, the ones in Asia will be colder and dryer (and more stable) than the ones in North America.
For example:
Harbin or Urumqi vs. Minneapolis or Montreal
Kyzyl or Irkutsk vs. Saskatoon or Winnipeg
Ulan Bator vs. Bismark or Int'l Falls
Halifax vs. Yuzhno-Sakhalinsk
