Right now? Lima is the obvious choice. I'd probably choose Topeka, Kansas over Caracas. Come back to me in 20 years and maybe things will be different.

i cannot stand tacky Russian aesthetics (always imitating western europe), I'm not into the le Russian ambiance and those USSR ex republics have plenty of it.
Havanna Cuba or Pyongyang North Korea
Havanna, Cuba by a massive stretch. I’ve never been to either, but Cuba doesn’t seem anywhere near as oppressive and dysfunctional as North Korea. Plus, videos of Havana make the streetscape kind of elegant if a bit decayed. Pyongyang looks oppressive from even just a design standpoint.
Ushuaia, Argentina or Sept-ÃŽles (Uashau), Canada

Canberra perhaps, both cities look awful but at least you're close to Sydney.
Brasilia is literally in the middle of nowhere, plus dangerous.
Cartagena colombia or cancun mexico
Cartagena, Better culturally and a lot less touristy.
