Right now? Lima is the obvious choice. I'd probably choose Topeka, Kansas over Caracas. Come back to me in 20 years and maybe things will be different.

Havanna, Cuba by a massive stretch. I’ve never been to either, but Cuba doesn’t seem anywhere near as oppressive and dysfunctional as North Korea. Plus, videos of Havana make the streetscape kind of elegant if a bit decayed. Pyongyang looks oppressive from even just a design standpoint.

Ushuaia, Argentina or Sept-ÃŽles (Uashau), Canada

Rio as it’s a far more substantial location.

Phuket, Thailand vs Bali, Indonesia (I’m looking at the whole island, not just the main city on it)

Phuket. I prefer its location, thai food and it’s more developed.
