Tristan da Cunha - Both incredibly isolated but St. Helena seems more stable due to British support. Also Nauru will be underwater soon.

Phnom Penh because I think Cambodia is more politically stable and closer to other destinations in Southeast Asia.

Thunder Bay, even though it's riddled with crime it's closer to the US and isn't as isolated or as cold as Oulu.

Tirana. Better climate and you have the sea nearby. Albanian language seems really interesting to me too.
