CUSTOMERS ARE LIMITED TO USE OF SINGLE COMMODE. RESTAURANT PERSONNEL HAVE RESTRICTED USE OF NONFUNCTIONING UNIT BY USING SIGNAGE AND PLASTIC COVERINGS. CUSTOMERS CONTINUE TO REMOVE COVERING AND UTILIZE URINAL, CAUSING WASTE OVERFLOW ONTO FLOW. THAT IN ITSELF IS A SERIOUS HEALTH HAZARD.
