You can also have the police get them to move along. You don't even have to fine.

Very true. Think a "warning" is the appropriate first action in many of these situations. Only escalate if it continues to be a problem.

My current apartment is right near the Fox Theater. Most days there is no real panhandling problem. But when a show is starting or letting out you see the same people over and over out there panhandling to the crowds. They seem to know the schedule of the shows far better than I do. Wish there was more warnings given around there.

No. Building facilities for the homeless will create more homelessness.

I used to live in the building next to Hardy Ivy Park (Peachtree Towers). It was a struggle everyday to not get harassed by homeless people. It's aggravating. If they kept to themselves, there would be no issue. The ones downtown act like people owe them something. I understand that I live in the city, but come on. There is too many homeless concentrated/dense areas spread out around ATL. Cali did it right(Skid Row).

Yea but this isn't what they are doing. In my post above, I lived in a building downtown (moved to Midtown 4 months ago) that had pretty aggressive homeless people around it. They wouldn't sit there and mind their business, waiting for someone to give them something. No. They would literally follow you into the parking lot on the side of the building. There was only ONE guy that I gave clothes to, one block over. This man would mind his business and never ask for anything. This was the only guy that kept to himself out of about 50 homeless people that hung out on that block (corner of Peachtree and Baker).
