A fluke how? Last year Chicago had a 15% bump over the level murders had been at for around the past 10 years...now it's just going back down to that level. Why would you say Philly is a lot safer?? If you do simple research the violent crime rate in Chicago is lower on virtually every level. Philly's murder rate is on average 33% higher than Chicago's historically - so it would have to come down a lot to get lower than Chicago. To get lower than San Fran is going to take a ton of work.

I just laughed when I realized that Chicago and Philadelphia have both seen pretty large drops in murders this year. According to you Chicago's is just a "fluke" but of course Philly is looking to continue its trend through the year.
