A quick google search of rappers from Atlanta is easy to do, and the list is long, and they are all terrible and not famous. I had to youtube most of them to verify that they did, in fact, make terrible music that few people outside of niche fan-boys have ever heard of.
Now let's try that for LA: Tupac, Dr Dre, Snoop Dogg, Ice T etc etc. NYC same thing. Outside of the USA, I bet a lot of fans have never even heard of Atlanta, let alone hip-hop from Atlanta.
The funny thing about Atlanta is that most of their dope artist were making music before the region had to shine in hip hop. Give me Outkast and Ludacris over any of the trap trash that comes out of that city today.

No it hasn’t. That’s a big myth. Right now in hip hop artist are coming from a number of locations.
There’s been a rise of artist hailing from NYC as of late. Dave East, Cardi B, Tekashi 69, A boogie, Don Q, Flatbush Zombies, ASAP Mob, Casanova, Jay Critch and I might be missing more. The fresh XXL magazine this year is NYC heavy.
Atlanta is dominant in trap music but trap music is not the most popular form of music anymore. People arent impressed by rappers with no lyrics rapping about jewelry cash and guns all day!

Aside from Dave East, I've never heard of those other people. NYC hip-hop just doesn't seem cool anymore; it's been that way for over a decade now.
It depends on what you classify as hip hop. Growing up as a white kid in the 80s-90s, I LOVED hip hop up
until around the early 2000s. I haven’t heard much of what I’d classify as “real” hip hop since then, so I’m going with New York all the way in this thread.
Lmao what a silly thread. The first official Hip Hop museum is about to open up in NYC. Hip hop was invented in NYC. Also the culture of the city screams more hip hop than ATL. As far as dope lyrics go I don’t think the hip hop scene in Atlanta even respects lyricism but celebrates trap music which lacks originality.
In reality when it comes to underground hip hop I would even put other cities before the A such as Philly, Miami, Chicago and LA.
Yeah it's a joke, hip hop was born in NYC and there have always been relevant rappers from 1979 to now. But to be fair a lot of New York rappers don't respect lyricism either, see Tekashi 6ix9ine for instance. He's the hottest act out of NY besides Cardi B and he raps about nothing but shooting people.
