Texas Monthly ran an interesting series on the 'Lotto Curse' a few years ago. As others have mentioned, winning the lotto is dangerous because it puts a target on people's back who aren't experienced with having a lot of money. Several of the stories that TM reported on ended with the person getting killed or ruined by a jealous person.
Which is why I think the second thing I would do is hop on the Queen Elizabeth and take a private ride across the globe in order to "hide" and give some thought on how I wished to alter my life.
Someone could win a billion dollars and pay sticker for a 2016 corolla just to enter it in a demolition derby everyday for a year and not be able to make a dent in their personal wealth. If I had a friend who wanted to buy a brand new economy car as an impulse purchase after the largest jackpot in US history I'm pretty sure that they'd survive in the financial decision making process if not from low expectations alone

I was being sarcastic. Buy the new Corolla and set it on fire.
I will not be playing powerball because the amount of money is just too much. If the slight chance I won that amount of money, it would open up too many problems that I do not want to deal with.
Went in to a local convenience store this morning and got 5 tickets. Guy in front of me bought $100 worth. Although $10 is a lot of money for me to spend, I figure why not. Anyway, if I win $1.5 billion maybe I can get Jennifer Lawrence to have dinner with me, in Paris.
I see the winning numbers for the big jackpot but how do you figure out if you won one of the smaller prizes?

this is mostly due to the Great Pendullum of Luck in the sky swinging back and forth, the first thing to do would be to get a magic shield made of the finest Elfen iron with which to bonk any carriers of misfortune to come your way.
With $1.3B, you could give every American around $4M
