You're not fixing a game so it's not illegal. You're buying out your odds. Is it ethical is possibly another question.

Winnings will be by how much each one contributes but need to buy all possible matching numbers.

Why bother printing them out?

If you bought every combination through the lotto commission office, they wouldn't print out every ticket. There's no point, it's just a waste of resources.

And if you come in to make a $584 million purchase, you will get extra special attention from the office.

B. it would doom the lottery. People would be in an uproar that another 1%r took away their dreams!

Precisely. The whole point of the lottery is "a dollar (or 2) & a dream". Everyone has a fair & equal chance to win. Having one person rig the game would throw the whole thing out of keister.

Sure you can. If the lump sum ends up being $900M, that's over $350M in tax revenue. They will make an exception for you. I would NOT want to be the guy explaining that one to his boss.

There is no $2 and dream most of the time.
I've seen people dump $20's all the time and some even $100's in local gas stations.
