This was all the rage in the 80's here in CA. I used to think it was a good look, now, I'm not so sure. I think you have to be a teenager or a very young looking 20's to pull it off.

I think they can look pretty as long as the look is not too little-girlsy. Only younger women can pull off the Lolita look, which is the goal 9 times out of 10. Ruffly socks with Mary Janes are very twee--schoolgirl fantasy stuff that doesn't work on any woman over the age of 20 outside of a Halloween costume.

I thought this outfit looked sweet with socks. They're a little more grown-up looking, and the ensemble looks very French to me.

The pic you posted is also sweet, although the shoes are not my favorite.
