I am not debating the order, but it's reasonable to add Philadelphia to Tier 3.

If this is by metro or urban area then no DC is top 3 when accounting for total countries and/or amounts from each continent. Houston and Boston, as well as SF/Bay Area are next up after NYC, LA, DC metro areas in overall spread of diversity. In raw totals Houston is a step higher but that's due to a larger plethora of Mexicans being in a border state. It's still easily top 5 though.
People should go back and read the initial post. This isn't just about foreign-born. I don't believe Houston is looked at, as being more cosmopolitan than Chicago.... Like I said, go back to #1.
Houston has a huge diversity scene, as well as other attributes. I'd include it for sure.

It’s not just foreign born tbh. Houston outright feels like a more international/worldly city than Chicago tbh. I think they’re in the same tier but Houston is pulling away imo. It’s definitely not glamorous but I don’t think I’ve seen anything like SW Houston in Chicago or a suburban county like Fort Bend County. They’re not necessarily worlds apart but the difference is noticeable. I think Houston should be ranked higher than Chicago unless you’re using CD’s warped definition of the word, then honestly it becomes subjective since people like moving goalposts with this one. When strictly taking about the more international/worldly city then Houston wins imo.
