Oh, you understand my point exactly. You're just being obtuse. Your assertion is that grandparents, aunts, uncles and cousins cannot be sponsored, and therefore family sponsorship is limited. You then posted info indicating the required relationship to the sponsor. While one cannot sponsor a grandparent, aunt, uncle or cousin, these same family members may be sponsored as a parent, sister, or brother by other family members. Later, they sponsor additional relatives. In the final analysis, the entire family is sponsored. Stop playing games.

"By far" means easily a majority, this isn't another one of those "shift the goalposts" moments, it means whether you are able to substantiate a claim that you have made or not...
Quotas to me means they are here by far in the largest numbers legally. If you want to disect the way I express my words about it then it be my guest but as I said before I am not going to get involved in your circular arguments.

The latest report I have seen stated that 43% of legal immigrants had no quota applied to them (in being "Immediate Relatives"). Quota-based "family-sponsored preferences" (this would be for siblings) are "per-country", meaning that the Philippines and Mexico have unrelated wait times for the same relationship sponsoring. One country does not outweigh another for the quotas that are assigned.

You can continue to refer to everyone in that 57% category, but it is misleading...
