DeCa is a government agency. Any changes will increase bureaucracy.

The 'exchanges' are AFEES, which is a private corporation.

AFEES not only sells merchandise but they generate earnings to supplement appropriated funds for the support of Morale, Welfare and Recreation (MWR) programs.

I don't think you could merge two 100+ year old (I think) agencies which really have separate missions...

There are a variety of federal statues which would require changing.

Like others have said, this is just a study, and I've seen these for over 40 years...
