What worries me is what you have highlighted, "in peacetime and time of national emergency" If you read section 801 it spells out the extent of control the federal government will have and it is all encompassing, from your water resources, food recources, medical recourses and even how you will travel.
I'd suggest some of you read this order before making flipit comments on it.

Truman used it during the Korean War to ensure that military production materials were available, What did you guys think, that this nation doesn't have a full set of martial law-based contingency plans set up in case **** hits the fan one day? Obama's EO is just amending it to create new bio-fuel initiatives betwen the armed forces and DOA / DOE.
So again: the President has already had the right under certain circumstances to command civilian markets and resources for emergency defense since 1950, and Obama did not just create some new precedent to collectivize the farms and take away your private property.
We need to get back to the Constitution as Ron Paul says and take the power back to wage war and other matters away from these 4 year executive office managers.

Most likely a devastating attack from some foreign entity due to a confluence of factors, many of which will be beyond the US President's direct control. That's usually the nature of global war. What caused Hitler to rise to power and start trying to basically take over the whole world? That's a complicated question.
By the way, no one can really "end this." You can take some steps to reduce the risk, but even so, sometimes **** happens. We're human, and you can't pacify everyone all the time. So logic suggests that every developed nation will have some sort of a contingency policy like this. It's unfortunate, but that's how it is.

My question is "Why now"; why did Obama enact this now. A couple of points to ponder: 1) According to recent polls only 28% od Americans agree with Obamas overall handeling of the administration. His chances of re-election are in question.
Call me paranoid if you choose, but it wouldn't be beyond him to provoke a confrontation with Iran with the aid of Israel and then declare an out right war with Iran, then he would enact this P/O declaring martial law, and elections would be curtailed. The draft would be reinstated, property and recourses would be siezed, and Obama would have the government he has always wanted.
But, hey, this is just me.
