I suppose some pissed off Army wife could kick her husband out of the house, get a restraining order against him, and if he violates the restraining order she could make it a Federal case by citing her 3rd Ammendment Rights were violated.
Seriously, the 3rd Ammendment is one of the BOR that is actually upheld rather well. When we descend into mass civil disorder it may become applicable - and we had better defend it when that occurs.
If it was military useful during something so dire as 'mass civil disorder', Congress would simply pass a relevant law to allow the quartering of troops. The bill would have the word 'patriot', 'liberty' or 'freedom' somewhere in it -- although the latter word would probably have already been used once again to re-name fried potatoes, so they'd probably pick one of the first two...

as I recall a few of them are kinda dumb and don't really count and one of them, I think it had to do with what the cafeteria hours are, actually was suppose to be included in the handbook for the new guys and wound up in the constitution by mistake. so, I wouldn't put too much stock in this whole constitution thing-a-ma-*** you're trying to impress us with.
