It's not law to carry an ID card, but if you are an adult living in the employed world, you have one. I had to get my ID card when I was 16 and applied for a job at a local hardware store. Most places, at least above mom n' pop stores or under-the-table jobs, will require a picture ID for their files when they hire you.
So really, other than the unemployed (with no intention of being employed), homeless, and tinhat anti-gumbint types, I don't see why someone wouldn't at least have a state ID.

My drivers license (I was taking public transportation) was expired for several months before I renewed it. My state ID expired the same day. Once it's expired it's not considered valid identification.

Well you usually need it to cash a check and there are other checks besides a payroll check.

People still write checks? I thought most did online banking now.

Default For what valid reason would a US citizen not have an ID?

As it isn't a legal requirement maybe they just don't want one?
