If the reason he did not leave full tip was due to poor service then this thread wouldn't exist. How are you correlating payroll taxes and prop 30 to the waitress providing poor service?
I think the fight is between the food service industry and DC.
I don't think this fight was started by Obama, the government has been stealing tips from service industry workers since the 80's.
IF, big IF, the service industry wanted to take on government and fight to retain their gratuities (not wages) I would absolutely support them.
But again, I'm not rewarding any a$$h0le for poor service.
The waiter did not provide bad service. The patron on the other hand didn't not adhere to the social norms of dining out.
It would be a different ballgame if he left a note that said "your service sucked, so I gave you a substandard tip."
What jwm1964 is saying is that by Obama letting payroll tax discounts expire and because the governor of California signed prop 30, the result was that:
1) The waitress provided poor service
2) The patron new this before hand and took the time to print up cards
3) It balanced out because the patron now has enough money to pay taxes
How he is determining that is what we should be questioning.

But in this case, how are you determining that the waitress provided poor service? And if the waitress provided poor service, why did the patron leave a tip?
Oops I thought he went to the steak place. It was expensive pizza owned by the steak people.
Anyway. He could have afforded $5 more bucks. He just wanted a fall guy for his cheapness. He had enough money to print out business cards to hand out as an explanation.
I am on my phone, please forgive the typos.
If he can afford this, Leaving a few more dollars for the server just out of etiquette alone should not be a big deal. This was not just grabbing a quick lunch on a break from work it was a more expensive sit down place.

He needed a scapegoat. Nothing more.
Why do you think it was a scapegoat as opposed to making a statement by being an idiot? I really don't think it was a scapegoat tactic.

Fair point, I wasn't there so your right, I don't know.
My apologies (no sarcasm)

None of us were. All we have to go off of is a card that states the patron has decided to leave an insulting tip because of Obama and Prop 30. We can inject any back story we wish, but what the card states is all that we know for sure.
