That's the difference between someone who is principled and progressives. Cruz still obeys the laws he disagrees with. He ran for Senator to CHANGE the law, not so that he could be above it, like the current occupier of the WH.
He chose ACA because it's the smarter choice for himself and his family. He does not have to though.

What is different is that this particular mini exchange recognizes senators, reps and aids and applies the employer discount to the premium. Maybe it allows them to opt out of the employee premium subsidy or maybe Cruz will cut a check.
Healthcare.guv operates the Texas Healthcare exchange.
The primary reason why Senators, Reps and their aides use the small business DC web site is that it is the only one that will kick in the employer subsidy for premiums.
Because Senators and Reps live in all 50 states, it has to interact with plans available on state exchanges, regardless of who operates the exchange.

Well, the more I read..the more I understand how so many rail against ACA....It's because they have no clue what ACA is...I recall when ACA (nicknamed Obamacare) was called another name aka Kynect (Kentucky HC exchange) the people who looked into it loved it..when asked about Obamacare..Yikes THEY HATED IT..Worse thing in the world..Get rid of it..LOL

Many a comedy show has surveyed the man in the street to ask them about Obamacare vs the ACA. The responses shown made it clear that those surveyed had no clue about insurance and believed ACA and Obamacare were 2 different things.
Many also thought it was actual healthcare hospitals or insurance as opposed to legislation.
Most people cannot tell you what XX/XX/XX means on their auto liability insurance, let alone something as complicated as healthcare insurance.

When you see side by side comparisons of fees, US versus elsewhere in the world, there is, I think, a tendency to compare US retail prices instead of the discounted reimbursement rates paid by insurers.
Yet, I have no doubt that healthcare costs more in the US per capita, given we don't employ proven strategies to reduce costs, are fatter and more vulnerable, more prone to violence and so many are uninsured and by the time symptoms cannot be ignored, it costs more to treat it.
Last i heard only 16 million had signed up for Obamacare, i'm wondering what the other 300 million Americans are using for Healthcare insurance and why Cruz isnt signing up for a non Obamacare healthcare insurance policy.
Like before the ACA, most people continue to buy insurance though their employers' subsidized plans . For the most part those plans are all ACA compliant.
Disabled and children of uninsured parents tend to be covered by Medicare/CHIP.
Seniors tend to be enrolled in Medicare and to some extent Medicaid.

You appear to be confused about the ACA. You can still buy health insurance directly from Blue Cross or whoever you want, but can alternately use the healthcare.gov website to buy private insurance if you want tax credits right away to apply against your monthly premiums.
You say its not ready because you want government run, socialized medicine. Just because it does not take over the entire healthcare sector, does not mean it is not ready to be debated in the Senate.
In any case, expect to see it, or something very close to it, debated in the Senate if the Supreme Court guts Obamacare, as many people expect to see happen by June of this year (90 days max)
I view healthcare as a human right and believe that with the exception of the seriously disabled, everyone should have skin in the game.
Embracing proven strategies to reduce healthcare costs is not socialized medicine or a government take -over of healthcare.
It would take years, endless bumps in the road and State Supreme Court and SCOTUS rulings before this plan could be implemented in some form , no different than the ACA.
