As for title vii of the civil rights act, it applies to all states and all employers with over a certain number of employees. Even private businesses.

We'll just have to run some test cases, then, no? What's the standard of proof that one is in fact a transgender person and not just a sexual predator? Just their "say so?" What protections do MINORS have from unwilling exposure to strangers' opposite sex genitalia?

Any predator anywhere can expose themselves.
They don't have to be transgender nor in women's facility. They don't have to be transgender nor wear women's clothing to enter a women's facility with ill intent. People have done that with or without the public accommodation law in place. Wearing women's clothes or otherwise. There is no law that says you cannot question someone or report them if you think they have nefarious intentions. This goes for women predators in women's facilities also.
In order to meet your requirement, as a stranger who has opposite sex genitalia that they may or may not expose, they just have to be men, who may or may not be predators. So to take this absurdity to its next level, why don't we just ban men? From every public place where a woman or girl might encounter them.
Because it's obviously not transgender women that are the problem, it's sexual predator men. And as far as I know, preying on minors is already against the law, everywhere.
