The thing is they're saying he's very trained. Apparently, 10-20 minutes ago, media networks were showing live footage of cops surrounding the guy and when one cop tried to apprehend him or whatever, he instantly turned around and shot him at point blank range and the way he moved implied that he's trained...like an assassin.

This was planned.

Ever occurred to you that a person could be adept in firearms handling without necessarily planning out a specific shooting event far in advance?

Also, turning around and shooting someone point blank range is not necessarily an indicator that they're some sort of a Seal Team 6 alumnus.

Fox showed raw, unedited footage of a shooter running up to a cop and shooting him point blank from behind. His confidence and movement has got to make him either ex or current military or even police himself. He knew what he was doing.

I'd have to lean towards this being planned more so than not. You can plan for an engagement without knowing the exact place of the engagement. The basic rules of engagement will apply in any location.
