how do you stop people from committing a crime before they do it?
with many transgenders it's impossible to tell they aren't the sex they are dressing as. Should the dressing room attendant grab the crotches of every customer before letting them in?
He was arrested, but not before the woman was victimized. In the other link posted, the perp was not arrested and a child was victimized.
The transgender arrested in my link was obviously a man. No employee would have mistaken him for a woman.
While I think it's a waste of money, I hope those who are overly concerned about the genitalia of the person in the stall next to them will avail themselves to the single sex restroom. It's also helpful for families with small children.
You might be, many more aren't. People get tired of being looked down on when they don't automatically agree with the incessant demands from aggrieved interest groups. I suspect Target is in more trouble than they're letting on.
They've already announced that forecasts show their holiday sales will be flat at best, and most likely declined this year. Creating an unnecessary problem and then having to spend millions to try to fix it while your sales are declining is a really dumb business move.

The national retail chain drew praise from transgender advocates and condemnation from conservative groups when it announced in April that it would allow customers to use the restroom or fitting room corresponding to their gender identity.
Target made their choice. Consumers can make their choice. I have chosen not to shop at Target since July.
What stopped men from dressing up as women and going into women's restrooms before? It's not like they checked for ID at the door.
Why would a man have to dress as a woman?

Many of us actually don't care about the transgenders coming into the restrooms. The transgenders are just wanting to go use the restroom. If I were to guess, transgender people probably have a much lower sexual crime rate than "regular" people.
My problem would be with any law penalizing a business or a private person from questioning a suspicious person entering or loitering around a bathroom. This was the problem with Houston's HERO ordinance. With HERO, if a business employee saw a man, dressed as a man, enter or loiter in front of that business's women's restroom, and that employee asked why he was there, that man could contact the COH and claim he felt he identified as a woman at that moment. The city would investigate that business for harassment and could impose penalties. This is where I object.
The danger is not from transgenders. The danger comes from men dressed as men who would be protected from being questioned as to why they are going into or loitering outside the women's restrooms or changing rooms. Other than the Houston ordinance (which was defeated), I'm not sure if any other law has this effect.
IMHO, it's good that Target is putting in these single stalls since it helps lots of different people.
Men have been " peeping" since the beginning of time. Stuff like this might have been buried in the back of a local paper. The 24/7 for profit news cycle, Internet and Social Media have made us more aware of these rare instances, creating a perception it's common place.
Kids routinely climb on toilet seats and peep / surprise each other.
Then there's the occasional story of a male landlord / janitor who installs hidden cameras in apartments.
