You quoted from an NBC article saying the NSA makes that decision... what was Susan Rice's position? She was head of the NSA. She absolutely had the authority to unmask Americans.
At least the article noted that it had to be justified...

I thought it was ABC News... and that was in the past. I think he is a stay at home dad now, unless something changed.
This suggests Rice's unmasking requests were likely within the law.
While the leak thereof that was made by someone with firsthand knowledge of that unmasking.
So we can conclude without doubt that one involved violated the trust for political purposes as it served no other purpose.
Libs need to start considering right vs wrong as well as simply just the Law.
