Trump could easily declare a National Emergency and order the essential workers to be paid in the interests of public saftey. If he does not use it to transfer wall funding, I don't think it would be blocked in court even in California or Hawaii.

The fool de facto declared that the rules didn't apply to him. Pelosi said "Yes, they do", and made it stick.
If he'd been smart, he wouldn't have started this confrontation in the first place. But he isn't, and he let himself be maneuvered into a position with - as you correctly point out - two rather unattractive ways out. Entirely a problem of his own doing.

Pay attention. What I described had nothing to do with a wall. I was saying he could order essential federal workers to be paid. Last I checked, Hawaii has federal workers.
