If high crime rates, high taxes, and quality of life issues are priorities for Trump, he could have gotten his point across without referring to an entire state as a disgrace. And California isn't the only state struggling with quality of life issues. Mississippi, Alabama, Arkansas, Michigan.

If I lived in California, I still would never vote for Trump being a Black man.

I see it both ways.

Trump just can’t keep his mouth shut. He’s addicted to offending people just as much as people are addicted to being offended by him.

He says stupid bombastic things over and over again, and people spend entire days on the internet repeating what a rude and hurtful guy he is, over and over again

To people who are harping on whether or not what Trump said is true or is racist it is fake outrage, but for those of us who see that neither of those is relevant it isn't fake outrage, because what we see as outrageous is that it is unpresidential and 'punching down. Those two points make Cummings' actions irrelevant because bring up Cummings' actions is a false equivalency. It's a false equivalency because Cummings isn't the President, and Trump is the President.
