Moral of story: Never trust directional signals --- ever.

I agree, and remember my dad teaching me that 30 years ago, however the directional in combination of being in the turn lane made a convincing case that he was going to turn.
Latest update from the Town of Cary is that the signal will be operational by the end of July. Supposedly, the signaling contractor is supposed to start work in May.

This is indeed good news. A lot of aggressive drivers there. Everyone should use caution.
Any idea whether this will be built with span wires or mast arms? Mast arms look so much better. Unlike basically everywhere else in NC, Cary seems to prefer mast arms - particularly when the signal is paid for by developers. There have been at least a few recent exceptions like High House & Davis, or GLC and Cary Glen, so one can never be sure.
Thank you for reaching out to us about the future traffic signal at O’Kelly Chapel Rd and Green Level Church Rd. Progress is being made and, at this point, we expect construction work to begin soon. The developer responsible for the traffic signal installation has awarded the project to a contractor and they should be finishing their contract right now. I have asked the developer’s engineer to provide the Town with a schedule so we can better address questions like yours. I have not received a schedule yet but I expect to hear back from the engineer in the coming days.
As for your question about the right turn lane, there are currently no plans to provide an exclusive right-turn lane on northbound Green Level Church Rd. However, both roads at this intersection are not in their final design state and there is potential for additional development in this area that will complete the roadway work in the vicinity of this intersection. It is possible that a right-turn lane could be added in the future, but this work will be performed based on need as the traffic in this area continues to develop.
The traffic signals were installed today! It won't be long now.
