Agencies have methods to minimize risk. They certainly would not do the things you suggest. They most certainly would not repeat business with an individual described in OPs postings.
Either way.. OP would not last long in such an arrangement anyways and is best serving herself by seeking professional help
So I've been talking to a guy online who tells me that I'm not objectively attractive, but he's willing to date me because he has low standards and he's lonely. Normally any person with an ounce of self respect would say no, but the thing is, his parents are rich and he's offering me to spoil me if I date him. Now I'm REALLY strapped for cash and could use the extra money. Not only is he offering me money if I meet him, but he promised to take me on expensive vacations, trips, shopping sprees, and rent out luxurious 5 star hotels and restaurants for us. I'm so poor I've never even been to a real restaurant in my life. When he talks to me about the decadent rich people food he eats, I'm confused since I've never even heard about those foods.

You've never met him in person yet? How do you know he's telling you the truth? Maybe who you THINK you're talking to isn't even real? Does he even live in the same town as you, or is this going to require one of you moving to be with the other?
Here's a shot of real life. Whenever something seems too good to be true, it usually is. Meet him first in a public place, before making any commitments to him.
You might be getting catfished and that would be benign, compared to maybe being in a situation you can't get out of.
