I don't remember all the foods but they were expensive. I remember because he took pictures and the receipt was hundreds of dollars. I know he's legitimately rich (his parents are).

A lot of things happened within that year so we don't trust each other. There was a time last year when I had the chance to meet him at a luxury hotel but didn't take it because I was unsure and honestly not that desperate to date a guy I wasn't really into. However at this moment he's persistent, and I'm more desperate than ever.

Sounds like he wants something for nothing. Probably watched one too many pretend to scam a girl out of her money for sex porns (not even realizing it's just fake) from his daddy's basement.
Also assuming he's not a bad guy another reason he might be nice one minute and cruel the next is he could be bi-polar and self medicating.
Yeah, I'd definitely set your terms up front (like he covers ticket cost, an upfront sum, and maybe even take a friend with you for safety reasons on the first meet (which he should also cover). And nothing doing until he comes through. Or if he doesn't there's nothing more to talk about and you cut it off completely.
