I don't like either of these choices. Petersburg has interesting historic bones, but is fairly run down and crime-ridden; while Bessemer is one of Birmingham's worst suburbs.
I think I'd still go with Bessemer. There are some (few and far between) decent neighborhoods with a Bessemer address as you get closer to I-459, and I'd just generally prefer to stay in Alabama vs. relocating to Virginia.

Kinston, North Carolina or Albany, Georgia?
Kingston NC seems a bit nicer and I prefer its location.

St. George UT or Twin Falls ID?
St. George is a pretty hot relocation spot right now so I'd assume it's easier to make friends there and the assortment of businesses is a bit more comprehensive and modern. (Litmus test: searched Google Maps for pho places in each town. 2 results in St. G, 0 in Twin Falls)
As for nearby(-ish) cities, Vegas is one of my least preferred cities in its size bracket, but it'd still offer more than Boise.

Victorville, CA or Rochester, MN?
Victorville. The weather alone is all I need. Winter absolutely destroys me.
Lawrence. Seems bigger --- more on a Bellingham, WA or Eugene, OR level vs. Bloomington which is more on an Ellensburg, WA or Corvallis, OR level.
There's my comparison. Ellensburg, WA or Corvallis, OR?
Ellensburg seems to be more dusty and western looking in its climate than Corvallis which is typical Pacific Northwest. Both are lovely, but I slightly prefer the former, so I’ll pick Ellensburg.
