Full disclosure I've visited Flagstaff but have never been to Bend but I think Bend wins this battle as a straight up mtn town. You've got that great location for outdoors people on the banks of the Deschutes River with Mt Bachelor nearby and I don't think its as influenced by the college like Flagstaff is by Northern Arizona.

I'm not sure if these two power-suberbs are the equivalents for each city but I'll put this one out there to see:
Clayton MO or Overland Park KS

While the KC area offers a lot, I'm going with Clayton. I loved St. Louis and it's just more familiar to me.

Cedar Falls, Iowa or Florence, Alabama?

Florence. Not only would I prefer it but it's also close to Huntsville. The natural surroundings are my cup of tea as well. Stillwater OK or Manhattan KS?

Think I'll give the slight edge to Mahattan KS. It seems a bit livelier based on the street view. The surrounding area offers more overall.

Shrewsbury PA or Middletown DE?

Shrewsbury... I like the rolling PA countryside
(whereas DE is so flat). Also, it's not far from
the PA Dutch country, and all that good cooking.

Two small cities in Oregon:

Astoria (near the WA state line), or
Ashland (near the CA state line)?

Ashland. Absolutely beautiful area, also not as small in population as Astoria.

Mountain Brook. I like the topography of the area, and prefer Birmingham to Memphis generally.

Fishers, Indiana. Cooler weather and really good schools from what I hear. Hamilton County as a whole is also very well run in general as I understand it.

Piedmont, California or Bronxville, New York?
