I do not understand this "Tampa area". North to south the area is 140 miles long. By that measure Austin/ San Antonio is an area and that is only 110 miles NE to SW.
You don't understand how CSAs work. Relative distance has nothing to do with it.
Cities could be 1,000 miles apart or 1 mile apart, it means absolutely nothing for the calculation of MSAs and CSAs.
Maybe you have a problem with reading comprehension!! Hartford/Springfield has a much larger commuter interchange than Hartford/NY, thus Hartford has a much better chance of merging with Springfield.
Not sure where those numbers came from. Tampa only grew by 57,412 people.
