Dallas by far. They're both large, sprawling cities of the South/Sun Belt, unlike a legacy industrial city with vast areas of urban prairie. And don't forget how under the radar south/east Dallas is with their African-American communities compared to other cities.

Is Washington, D.C. more similar to Paris or Sacramento?

I think this is breaking the rules of the City vs. City Forum (NA only), but... Paris. Obviously Paris and D.C. are on much different levels, but both are the capitals of their country and a closer match in regards to cosmopolitanism, urbanity, public transit, cultural institutions, etc. Sacramento seems like a lovely city and all, but it is further from D.C. in these regards than Paris.

I'm hoping for a more in-depth analysis than the last time I asked:

Is Philadelphia more similar to Chicago, IL or Washington, D.C.?

DC due to size, culture, history, and location.

This is kind of tough for me but I'll say Knoxville. Which is more similar to Little Rock; Mobile, AL or Lexington, KY?

Nashville. Both cities have similar racial demographics, have metro areas of nearly 2 million, and are located pretty centrally with respect to the rest of the state. Culturally I'd expect Nashville to be more similar to Indy as well.
