That's a tougher one since Columbus and Indy are more similar to each other than Cincy is to either, and Cincinnati is very similar to Pittsburgh. If I had to pick I'd go with Columbus since they are both Ohio cities.

Is Seattle more similar to Denver or San Francisco?

This is tough because I think decent arguments could be made for both cities. I would guess that Davenport is more similar culturally while Evansville is more similar based on overall stature. My head is telling me Davenport.

Youngstown. Both cities are still losing their population while Reading has been slowly growing over the past several decades. Pontiac and Youngstown both also have large black populations while Reading is majority hispanic.

Wichita, KS for sure since they are both in the Great Plains.

Is San Diego more similar to Norfolk or Jacksonville?

Edge to Jacksonville for being a fellow Sunbelt city and major league sports teams.

Pittsburgh. Both located in Appalachia, mostly white, hilly, gorgeous scenery, appear to be larger than populations suggest whereas it is the opposite case for Indy.

Is Pittsburgh more similar to Baltimore or Cleveland?

Cleveland, they are not too far being in the Inland Northeast-Eastern Midwest region, in fact they are in the same megapolitan area "Chi-Pitts" or Great Lakes Megaregion.

Is Tulsa more like Little Rock or Amarillo?

Definitely Little Rock. Not too far from each other, similar culture, known for racially charged events, and low cost of living.
