It's Chicago's gang-land innocents in the gun fire on their turf neighborhoods. That are going to be targeted. Troops as in the National guard? Is unlikely, since they cannot replace a police, FBI or CIA presence. But can guard over basically. They are not trained to be on a offensive.

But the FBI and CIA resources are and infiltrate. This the city is welcoming. A random drug shooting somewhere else in the city or domestic dispute homicide or robbery gone wrong? That are the reason Chicago is targeted for Federal intervention. As not the random, revenge oriented and innocents in the crossfire? That is the major difference.

These gang-land drive-by and over their perceived turf shootings. Are those targeted for intervention. It's like the Al Capone days (who was a born and bred New Yorker sent to Chicago). Mafia tactics but with gangs its far not innocents merely targeted and prostitution to drug dealing they promote. In a culture of violence.

And historically NYC and LA were extremely dangerous in the early 90s. It doesn't have much bearing when comparing cities over the last few years or even the last decade.

In the early to mid 00s, Chicago became safer than Philadelphia, and it stayed safer until last year. Although with homicides up 44% so far this year in Philadelphia, the two cities might very well have comparable rates in 2017.

Cities criticisms and perceptions of their crime are based on their precedent, and most recently and historically Chicago has had an higher murder rate than Philly. That is all. However with that said, the gap between the cities is not that large statistically

Chicago is a huge vibrant city, and by many measures, it is on a tier above Philly, but one factor arottracting us to move to Philly is its location, arguably the best in the country. Philly offers amazing access to a diverse range of interesting get-aways Being about half-way between DC and NYC. In under two or so hours of driving (or train), we can reach NYC, DC, Baltimore, Annapolis, Valley Forge, Gettysburg, quaint resorts such as Cape May and Rehoboth Beach, Atlantic City, Maryland's Eastern Shore, the Chesapeake and Delaware Bays, the Pocono Mountains, Brandywine Valley, Lancaster Amish country, rolling countryside populated with covered bridges, etc.
