The FBI director (again, a conservative Republican) had determined there was nothing to prosecute, therefore no law is broken. Hillary did the same thing as other people with secure access. It's wrong, but not actionable behavior.

To bring the question back: Why would anyone need immunity of she was innocent?

Thats NOT what the FBI director determined. He determined there was no intent to violate the law, but intent, does not mean you didnt break the law..

if someones gun goes off during a bank robbery and it kills someone, they STILL broke the law and killed them, even if the prosecutor, determines it was an accident.. THEY STILL GO TO JAIL...
