Meh, that article mostly discusses how world events affect Russia's energy exports. It is Trump diplomacy that helps Russia with oil prices (see Iran and Venezuela). But this also saved our own oil production industry. Besides, those are OPEC members so the council would adjust for whatever their output would be.
As for gas, prices to Europe are still lower, eating into Gazprom's profits. China will continue to be a growing customer for everyone...
None of these have anything to do with sanctions. If we sanctioned Russia's oil and gas (see Iran) it would be a totally different situation.
