The point of the sanctions was to inhibit new energy developments by making them more expensive or by cutting off access to needed technology. This plant preceded the sanctions regime and I doubt that a LNG liquification plant would be targeted anyway as its nothing special (well maybe to Russians). But yeah, go ahead and pretend the sanctions don't matter to Russia and we will keep expanding them since they don't seem to mind.

It would be irrelevant where the market for the gas is.

I've never tried it.
It looks (by color) like a boiled condensed milk with sugar.

But condensed milk is very sweet. For sandwiches use butter and on top of cheese or sausage.
