Guys will look and oggle no matter what a woman is wearing. I dress pretty conservatively and always have, but I could wear a moo moo and there'd be some guy thinking I was dressing to show off my wares. Give me a break.
Considering the dress standards women have had over the years to help men control thier urges, yes we are wearing less and less. But there are still parts of the world where a woman, not wearing a burka is "showing too much".
What if she considers me as a threat and brings a gun the next day. I'm fried chicken.
I really don't know what you are talking about. Why would she bring a gun the next day? Were you threatening her? Maybe you shouldn't be doing whatever it is you think you'll be shot over.

I don't think being cross gender would do it.
But one can run a test. An ugly woman can show a man pornography and that man is likely to be willing to engage in sex with that ugly woman. I don't think it would work for an ugly man to show pornography to a woman and get the same result.

I might not be doing anything wrong, but she could be a psychopath. You just never know.

The girls only get indignant if it's the wrong guy or its harassment. Just like guys get irritated if the wrong woman approaches them or harasses them. (Yes, I have seen that happen to women) most women just are more subtle than men are when looking at an attractive person.
When a woman oversteps the bounds of propriety and the male is not attracted to her, the response would be similar to the above mentioned scenario.
Nah. Or if so, it must be a generational thing. I've certainly never been anything but flattered if any woman has ever approached me. Even when I turned her down, I was still flattered (now, that does exclude some Angeles City bargirls, but I understood they were just hawking). I don't think I've been sexually harassed by a woman, at least not in the legal sense of the term.

You pointed out that it was not the norm. As I said before, there are always outliers, but that does not invalidate the bell curve.
