I can assure you that is not true the building is fully finished.
I can assure you that is true because it would've shown it on that link. Even if the building is completely finished it doesn't mean that their COO has been issued.

I'm living in the building for over a month so yeah that's not true.
I was called yesterday and told our file has been taken off the "back-up" list and I need to submit more paperwork - ugh and they are calling today to schedule a unit visit. I will believe it when they call. Just going with the flow here.
