Thank You. Though I did not get a human on the phone, I left a voicemail and, sent a follow up email where, I acknowledged that I was interested in the 2 bedroom and the follow receipt of email up came a few minutes later. Maybe it was auto-generated but, it does seem that besides human interaction, they are more responsive lately.

Generally at least for rent regulated apartments any changes in what was offered/written in lease counts as reduction in services. That is if lease states heat and hot water are included, then LL cannot switch to PTAC units for heat.

OTOH if lease does state intention to file for something like sub metering, that would be different.

A LL out on Roosevelt Island tried to ditch submetering; it didn't go well, not at all.

It’s not a reduction of services because the tenants also get a rent reduction, which is supposed to offset the electric bills.

Also, that Roosevelt Island building has electric heat; we don’t. So our electric bills would be just for lights, appliances and gas.

Where is the noise coming from? Is it excessive? Is it late at night?

When you figure out the source of the noise, then you can work on a solution. For instance, if you’re hearing footsteps from above, you can ask management to inspect to make sure your upstairs neighbor has 80% of the floors covered. Downstairs neighbors as well.

I don’t know why you said “besides carpet.” Carpet can really help.

I said (beside carpet) because I meant any additional suggestion that could help. It’s excessive and odd hours (4:50am) like clockwork either a something slamming or they’ve taken up bowling in the apt lol. I’ve turned on the fan setting on the a/c to help drown out some of the heavy stomping.
Does management really help with the carpet inspection?

I am told that yes, management will inspect for carpeting, especially if the noises are happening during "quiet hours," which certainly includes 4:50 a.m.!

If I were you, I would join the Facebook group called Stuyvesant Town - Peter Cooper Village Tenants Association. (The photo has two balloons spelling out T and A.) Search within the group for noise. The topic has been covered before, and maybe you will get some tips.

I really shake my head when I hear stuff like this. Do these people think they are living in a mansion on a huge plot of land? How can they think making noise in the middle of the night in an apartment building is okay?

Also, ST management discourages residents from attempting to contact the offending persons. So try going through channels first.

Yep 4:50 am like clock work it's abrupt and loud enough to jolt you out of your sleep. I thought it was a break in the first time :0
I was apart of my previous buildings TA, so I definitely should join the ST PCV TA group on Facebook . I've had so much going on at work since my move in.
I just discovered it must be the tenants below I can't imagine how their down stairs neighbors must feel. Apartment living isn't ever going to be pin drop silent but I always try to be overly considerate. It baffles me when others slam doors, drag furniture, and blare music in buildings. I heard two women discussing the exact topic while waiting for the elevator. The neighbors I have passed on the complex have been so fantastic and welcoming! They have been the best part of ST as of yet

Hi, has anyone who received an email about not having an apartment available after submitting paperwork been contacted yet??? I’m in the late 1200’s. Thank you.

Also, I’m kind of worried about the pricing. I applied because of the price range they gave at first, but from what I see the prices are much higher than what I expecting. I don’t understand what is the point of the income at this point.
