If you know about mid-1960's Civil Rights legislation - I'll respond to that post in a moment - then you surely know what I am saying. That figure IIRC went from 18% to 20%. Disingenuous people might frame that as an "11% improvement". Republicans stripped out the portion of the crime bill that would have funded the community infrastructure I harp on every 100 posts or so in this thread. At least the Democrats, for their part, have shown some compunction and are trying to make a positive difference with bills passed over the last couple of years that benefit BIPOC Americans including - to keep this somewhat local - right here in Philadelphia. Meanwhile, Republicans - maybe less so the lone City Councilman here - have yet to show any signs of remorse for their behavior and policies over the last fifty years, least of all Donald Trump.

I'm aware of what's being discussed in San Francisco. Evanston, Illinois is pursuing something similar if less ambitious. I'm not going to advocate for direct cash payments - to get this back to local - here in the City of Philadelphia. However, I'm also not going to begrudge those who push for it, either. In my opinion, an "all of the above" approach is possible.

The bills LBJ got passed (and JFK never would have had he lived) weren't, and aren't, "reparations." They were an attempt to fulfill the thwarted promise of Reconstruction — IOW, to finish the job the Union started in the Civil War.

"Payment of back wages for slavery" is a completely separate issue. That it's become a live one more than 150 years after it was all but* ended is more a matter of people's consciousnesses having been raised. And we can't say we weren't warned: none other than Thomas Jefferson wrote that one of the reasons that, once they got the freedom they deserved, Blacks couldn't live in the same country as the white Anglo settlers was "...the million injustices recalled by the blacks..." (see Notes on the State of Virginia, the only book he ever wrote)

*"All but" because there's a loophole in the 13th Amendment that allows slavery to be used as punishment for a crime.

To get this discussion back on track... it appears that the unfortunate dirt bike issue is here to stay...

I also saw a video on social media of a hoard of them riding near City Hall yesterday before the thunderstorms, and on the sidewalk...

Dirt bike riders, crowd surrounded and vandalized 2 occupied Philly police cars at Rivers Casino

When was the unfortunate dirt bike issue on its way out?

As for the incidents with cops at the Rivers Casino...yawn; standard Saturday night going into spring.

Terrible because Center City is so crowded these days, it's a wonderful place to be EXCEPT when these roll through, which is pretty frequent. I don't know why they are treated like an unstoppable force of nature when they are not. I saw a video of a big pack of them in Brooklyn (maybe Queens?) and they were being tailed by a police chopper and many cruisers.

And what was the denouement of their adventure, given that they were being tailed?

I have no idea to be honest, I just saw a news report of it. Perhaps the problem wasn't actually dealt with any better than here, but it at least gave (me) the impression that it's not ok with NYPD to mob a gas station/ride in a pack of illegal vehicles on the street.

I know it's a difficult issue to deal with and pursuit isn't possible, I guess I should be thankful that this my biggest issue with living in the city.

My solution: All unlawful ATV and dirt bike riders must complete a two week probational street cleaning project. Two birds with one stone.
