This is a lie. It has never been taught. And the Civil Rights Act of 1866 was so completely eclipsed by the 14th Amendment that is is never even mentioned in school textbooks.

It is authentic. The State of Hawaii has said so.

Under the Constitution, what they have said cannot be challenged without evidence.

And Birthers have no evidence with which to challenge it.
